The absolute majority of marine fares is GLOBAL: identical fares are given to all agencies in the world, be it an agent in the airline's homeland or abroad.

Marine fares generally fulfill two conditions: free cancellation and extended baggage allowance. Though these are usual accepted preconditions of marine fares, and there are no obligations imposed on airlines to follow them.

It is the airline, not an agent that decides marine fare rules. The airline determines:

the routes for marine fares: it might completely exclude certain routes from marine fare policy or make some fares partially non-refundable.
booking classes sold as marine fares.

Even though marine fares are the scope of an airline's internal policy, we are constantly in contact with airlines' representatives negotiating improvement in fare terms.
